When filtering at resource load screen a new TimeTrackerComponent is
created and the old one is discarded. The old one remains in memory,
and listens to zoom change event from TimeTracker. Because of already
not being on the page it fails when being recreated as shown in the
bug's stack trace.

1ebc117466 ItEr57S15RecalculosConexionEscenarios: Fix bug. 
The bug happens when moving a task if the final position is the same
as before moving it. In that case the task is left in the position
onto which is moved instead of the correct position(the initial
position). This happens because a no event is produced, old value is
equal to new value. Checking for this on TaskComponent.

Now the value of the filter is reset only when the disable value actually changes.
Besides, it's reset to the value it had prevoiusly, not to the first value.
