8520456ad8 [Bug #941] fixing bug : Quality forms are not duplicated now in the same task. 
When you save, must be called to dontPoseAsTransientObjectAnymore for the
quality forms of each order element. Because but, the quality forms remain
as new object, and when you save it, as it is a new object, other new quality
form is created.

5f6d4da513 Revert "[Bug #911] Disabling at interface criterion hierarchy while bug is not fixed." 
This reverts commit 295912b3c7. Besides
the CriterionType of a Criterion is eagerly loaded. Otherwise when
having child criterions, proxy errors accesing CriterionType were
happening.

* Now most of the algorithms for these operations can be shared between
OrderElements and Templates.
   * Disable create template button from Templates view.

There are transient instances when you add indirect criterion requirements ,
so after saving it must be call the method dontPoseAsTransientObjectAnymore
for each transient instance.

Added delete button in list of type of work hours. A 'type of
work hour' cannot be removed if it's being used by an 'hours cost'.
