    It is need a work report to create a work report line , and now the work report line
    does not change its work report.

When limiting overassignability wrong argument was returned. It caused
to always return the hours that could be worked that day without
overtime. That's the cause that always appeared 1 resource per day

The one that reloads the TaskList is moved to task list allowing to
make reload private. Ensuring that expand listeners are added for the
tasks that are not toplevel.

OrderElementPredicate cannot handle milestones because they have no
associated order element. So now milestones are always present; they
cannot be filtered.
